They needed 18 votes to pass the "Education Benefits for Illegal Aliens" Bill by Senator Wilkins and Rep. Joyce Elliot. Even though the Yeas were greater than the Neas, those not voting are the same as a Nea for purposes of passing the bill.
They voted to expunge the vote so that if there is a special session, there can be another vote on the bill. Eternal Vigilance is the price of Liberty.
