The Lt. Governor's debate is being held behind closed doors, but if anyone was there we would welcome a report....

The Lt. Gov. debate format was the most one-sided thing I have ever seen. I don't know why Holt agreed to it. One of the provisions was that there would only be reporters and law students. It is not broadcast in any way and it is before a private audience of law school students. The moderator is a liberal, though not an obnoxius one.

Someone who is attending is supposed to communicate a report to me, but I don't expect it until close to 9.

Oh my-- the disclaimer: "The 'other' candidates do not have strong enough support to qualify them as serious contenders. "

Translation: Neither Asa nor Bebee would show up if the other candidates were allowed to the debate.

The light is better on Asa, or Asa is holding his head better. Beebe has brow-ridge and nose shadow. He is moving around too much.

Curiously praised the benefits reaped by an economic development tax of 1-cent in Mississippi County.

Technology research, funding for universities.

Also mentions R&D, that he "created" the funds from the tobacco settlement and funneled them to ASU where they're at.

Mentions potential automobile plant in NE Arkansas, but critizes lack of effort to attract businesses by providing equipment and education curriculum.

Critizes sales and income tax rates. Says we can compete as well as nearby states who've successfully attracted large scale manufacturing jobs.

Uses his time to slam Bebee on his quote about "Arkansans should not have to compete for jobs."

Beebe says "let's tell GM we have a building and let them tell us what they want the curriculum to look like".

Terrible idea. Shifts the training costs from GM to taxpayers pockets and the pockets of other businesses that are already in the state. It is the government picking winners and losers : Beebe gets to decide which companies get the taxpayer dollars. Those without the clout to get a sweetheart deal pay the bill.

Companies will find guys like that to overbid in order to get the plant.

Asa says the way to do it is to lower taxes generally and get a generally favorable business climate for everyone. That is more like it. Beebe wants to help the few businesses that grease his wheel the best with the rest of us paying the bills.

Asa describing his evolution to where he is now against the grocery tax. Mentions that we are only 1 of 5 states with a food tax.

Q3: If the grocery tax was cut, where else will you get the revenue lost from this tax. Why not end the property tax?

Asa:
Lower taxes means more spending. Particularly, the grocery taxes aren't needed when we have the surplus that we currently have. Mentions that it's a regressive tax. Tells a story about his wife having to penny-pinch when they were newlyweds.

Alludes to prison over-crowding.

Says that we don't need any new taxes. Says that he's proposed cutting 3 taxes.

Q4: What is your stand on a state run lottery. Do you feel this would be an adequate way to fund education as opposed to taxing us to death?

Bebee:
Emplies that he'd support it, but points out that the people would have to vote on it. Says he opposes casinos, but wouldn't mind seeing a lottery.

"It woun't solve all the problems. But it has some downsides to."

"I believe people ought to have the right to vote on it."

BB kinda wants a lottery- mixed feelings. Says it will raise 50 mill. I assure you Halter is in LR right now claiming it will raise twice that.

ASA is just flat opposed.

It was nip and tuck until the illegal immigration question. Asa beat him like a rug and Beebe was stumbing from then on.

Asa: "What good does it do to have the Bully Pulpit if all you use it for is to blame the federal government? We have a partnership with the feds in fighting meth, and we can do it on illegal aliens too."

Asa mentined pro-life and rural schools in closing. Those are two groups he needs. Good close. Beebe sent no signals to any important blocks like that in his close. I score the early rounds a draw, but Asa won from immigration on, plus the close.

You may notice that the media sponsors of the corporate governor's debates also get substantial advertising dollars from the leading candidates and would NOT wish to upset their cash-cows by allowing other candidates (who cannot afford to buy ads) to participate as well.

Also, the sponsoring PUBLIC colleges who provide FREE campaign advertising for the wealthy candidates severely restrict the ability of the other candidates to campaign on their campuses.
