That chart is hard to read since it isn't organized worth a damn.
It is organized by "ratio", the last column. Their point is that one of every 111 HS FB players in Florida get offered a D1 scholarship, but the figure is much lower in other states, even mighty Texas. IT is more like one every 450 get an offer there.
