"Section 702(b) would have forbidden the government to "diminish" any existing rights under U.S. "laws" that concern services or materials provided by the government "in any language other than English." This section was given extraordinary scope by Section 702(c), which defined the word "laws" to include "Presidential Executive Orders."

"A good example of the effect of NOT legislating English as our official language can be seen in the June 22 release of the U.S. Department of Agriculture about the school lunch program. I quote verbatim:

""Please be advised that we have finalized the process of translating the Free and Reduced Price School Meals Application package into 25 different languages . . . Arabic, Cambodian, Chinese (Mandarin), Farsi, French, Greek, Haitian, Hindi, Hmong, Japanese, Korean, Kurdish, Laotian, Polish, Portuguese, Russian, Samoan, Serbo-Croatian, Somali, Spanish, Sudanese, Tagalog, Thai, Urdu, and Vietnamese."

"Ergo, all applicants for the new Z visa could apply in any language of their choice. Applicants would even be provided with tax-paid attorneys to demand their Z visas and challenge any rejection.

Lesbian gangs: A new threat? O'Reilly Show June 22,07

"There has been a rash of violent crimes committed by lesbian gangs in American cities, which FNC crime analyst Rod Wheeler described as an epidemic.

For those of us who are familiar with the scriptures this news about lesbian gang rape comes as no surprise. Homosexual gang rape is not new, and it was expected. And we believe we haven't seen anything yet! See Genesis 19.

However, this report from a major news program does come as a surpirse to us, even from Bill O'Reilly. O'Reilly has bent over backwards to be fair to the homosexuals, holding some beliefs that are not at all considered conservative on that issue.

President's Very Favorable Rating Five Times That of Senate Majority Leader Harry Reid

Senate Majority Leader Harry Reid is now viewed favorably by 19% of American voters and unfavorably by 45%. Just 3% have a Very Favorable opinion of Reid while 22% hold a Very Unfavorable views.

Reid has been very visible over the past week in the furor over immigration reform. The effort to pass a bill that was more popular in Congress than among voters may have hurt public perceptions of the Democratic leader.

His ratings are down from a month ago when 26% had a favorable opinion of the Democratic Senator. Reid’s highest ratings were 30% favorable in February.

Bummer... That means if you doubled Reid's marks they would just equal Cheney's approval rating. And... The president's very favorable number is more than 5 times that of Harry Reid at 16% versus 4%. The president's approval rating is nearly double Reid's at 35%....Vice President Dick Cheney’s numbers held steady—38% favorable and 58% unfavorable.

Harry Reid, Senate Majority Leader 19% Favorable and only 3% Very Favorable - Dropped 7% in last month - Immigration Bill

Just 14% of Americans have a great deal or quite a lot of confidence in Congress.

This 14% Congressional confidence rating is the all-time low for this measure, which Gallup initiated in 1973. The previous low point for Congress was 18% at several points in the period of time 1991 to 1994.

By way of contrast, 69% of Americans have a great deal or quite a lot of confidence in the military, which tops the list.

The most recent polling on the Republican Presidential nomination contest shows McCain at 11% (tied with Romney). That’s just half the 22% level support he enjoyed in January and less than half the current support for both former Mayor Rudy Giuliani and former Senator Fred Thompson. Taxpayer Ripoff on Advanced Placement Courses - Not one of 204 students in one shcool passed the test.

Not One of the 204 Students Taking Advanced Placement (AP) Courses Passed the AP Test at Little Rock McClellan Magnet School in 2005

State of Arkansas pays $83 for each AP test - Graduation rate in Arkansas dropped 10% from 2005 to 2006!

On June 6, a newspaper article touted that "Arkansas posted the greatest increase in student Advanced Placement (AP) participation in the nation for the second consecutive year." 1 On June 9, Arkansas Democrat Gazette editorialists, who constantly write editorials pumping up the Arkansas Department Education and trying to prove that government takeover of schools has been successful, followed up with an article crowing about this supposed success. 2 (See all footnotes below)

Neither article mentioned how many students take these AP tests and fail them (by 2003 law the state is required to pay $83.00 a test).3 In Little Rock in 2006, 204 students at McClellan Magnet High School took the AP courses, and zero students passed the AP test. 4 In another school in Little Rock in 2006 , J. A. Fair, 314 students took AP courses, and 2 passed the test. 5

In other words, the editorialists are crowing about wasting about $42,828 of taxpayer money just in these two schools alone, paying for tests that students failed, not to speak of the big money it takes to provide the AP courses. And these editorialists have written numerous articles crowing about the efficiency of those big schools!

Statewide, taxpayers paid $151,475 for failed tests. (18,125 students taking the AP test failed it, a failure rate of 72 %.) That amount is just a drop in the bucket compared to the mega bucks it takes to provide all those AP courses in all those schools for students who either aren't equipped mentally for them or who refuse to do the work. In addition, when you put all those students in those AP classes, the teacher has to water down the courses and probably hurts all the students' chances of passing the test. 6

Why in the world would we want to increase the number of students in AP courses with this kind of costs and failure rate? The other states are keeping their failure rate around 40% rather that 72%. Neither the editorial or newspaper article mentioned above noted that 59. 4% of the students taking the AP tests nationwide had scores of 3 or above on AP tests (passing scores) but in Arkansas only 28% had AP scores of 3 or above. 7

Is that anything to crow about – the fact that Arkansas has increased the number of students taking the test and failing it while taxpayers are picking up the tab at $83.00 a test. Coercing all these students to take AP courses just makes Arkansas students and teachers look bad and gives a false picture of our students in the same way that ACT scores look bad in the few states where ALL students are REQUIRED to take the tests.

And none of the media have mentioned that Arkansas is only one out of three states that mandates that all high schools offer AP courses. I guess that is because Arkansas taxpayers are just rolling in money and can afford the waste. 8

And how many of you have heard that the graduation rate in Arkansas dropped from 81.3% in 2005 to 71% in 2006 (more than 10%.) according to Arkansas Department Education reports on the web, a fact that I have not seen mentioned ANYWHERE. 9 Why aren't we crowing about that?

Cheap Labor, Hawked by "Compassionate" Advocates of Immigration Bill
Will End As Soon As 12 to 20 Million Illegal Aliens Become Legal
And Discover the 60 Welfare Programs Paid for by Taxpayers

Just how long do those businesses, farmers, and advocates of Cheap Labor think these 12 to 20 illegal aliens will work for these cheap wages when they are eligible for the 60 plus government welfare programs – which will happen shortly after the bill is signed and they become legal. It won't take them very long to catch on that they can do as well or better without working. We will just have another 20 million plus people on the government dole. The welfare wages are simply too high to get people to do the cheap labor for any length of time.

Then we will need another 20 million illegals who are not yet eligible for all the government benefits to do the unpleasant work for cheap wages. Never fear! After this amnesty phase, the rush on the border will guarantee cheap labor will be available, but will there be any jobs left for the Americans?

National and Arkansas Farm Bureau have endorsed the pending Senate immigration bill, saying an enforced only approach to immigration could cost US farmers up $9 billion n a year in lost production and $5 billion in reduced farm income. In other words, they want that cheap labor even if it means developing a slave labor market in our country. And the labor has never been cheap; the expense is just borne by the taxpayers who pay all those welfare benefits for the children of the illegal aliens born on American soil and the emergency medical benefits for the illegal alien adults as well. Heritage Foundation reports that the average cost to the taxpayer of the household of a low-skill laborer is $19,588 a year. That will be the cost to the taxpayers for most of these 12 to 20 million illegal aliens once they become legal. And there won't be any more under the table wages lower than minimum wage! And the new illegal aliens once legalized will have to pay taxes and compete for business on the same basis as the Americans with legal license and other various government mandates which will prevent them from working as cheaply as they could when they were illegal.

I believe I have as much compassion on the poor and illegal aliens as any citizen, not ever having been one of the economically privileged in our country. But we are not doing anyone any favors by creating dependency and getting our disadvantaged hooked on welfare. And we are not helping those illegal aliens by allowing our country to become as lawless and as corrupt (and in the direction we are headed as economically disadvantaged) as the country from which they are fleeing.

The three organizations have lobbied Sens. Blanche Lincoln and Mark Pryor on the topic, identifying the critical nature of any immigration reform and the need to get something passed this year, and hope that both senators will vote for the bill.

“Everyone, I believe, is in agreement that the status-quo is not working. It is time to act, and to get something passed, for the security of our country and for the legal access to immigrant workers.”

Harvel says the State Chamber, Poultry Federation and Farm Bureau’s unified stance on the immigration issue is apolitical, because it is in the best interest of all Arkansans.

2,000 Children Murdered Each Year, But 6 Hate Crime Murders Need Special Federal Protection

Following is a letter to the editor that has been published that explains one problem with the hate crime bill. A fact that no one seemed to know in our country, including myself, is that "The homicide rate for children in the United States was five times higher than that for children in the other 25 [industrialized] countries combined." Yet, under the hate crime law a member of NAMBLA, the Man Boy Love Association that writes material on how to seduce young children, would have more protection than our children.

Senator Blanche Lincoln says she supports the US hate crime bill. A post by America's Human Rights Campaign (HRC), self proclaimed as the largest gay and lesbian organization, heralds the victory of the passage of this hate crime bill in the US House, saying, "The bill adds sexual orientation and gender identity... hate violence against gay, lesbian, bisexual and transgender people.

According to the FBI report there were 5,190 victims related to hate crime in 2005. The approximate number of crimes against children each year is 849,000. About 2,000 of those children are murdered each year, but only 6 of the hate crime victims were murdered. And about half of the hate crime victims were just threats, not actions. Oh, that our children could be so lucky and just be threatened rather than murdered and physically and sexually abused.

Both Senators Lincoln and Pryor received a 89% rating by HRC's latest scorecard . 43 senators didn't vote for even one of the bills HRC thought was important, earning a 0%.

Lincoln, however, received her 0% rating from Concerned Women of America, voting against family and children issues. She received a 16% on family and children issue by Christian Coalition.

The homosexual organization, HRC, rated only 11 senators higher than Lincoln and Pryor. Perhaps you would like to contact Lincoln and tell her that instead of exalting homosexuals to priority status, our 849,000 child victims need the federal assistance the hate crime promises to lesbian, bisexual, and transgender people.

"Pastors, Act Now or Prepare for Jail, "was the title of an article recently used by a author in regard to the US hate crime bill H. R. 1592. I have to agree with that writer considering the amendments offered by Republicans and rejected by the Democrats in the Judicial and Rules Committee when debating the hate crimes bill. The bill passed the House 237-180 but hasn't passed the Senate.

An amendment by Rep. Dave Weldon (FL) "to clarify that the printing, distribution, or public reading of the Bible is not prohibited by any of the provisions of the bill," was defeated in the Rules Committee by Democrats 9-4.

Another amendment, "Nothing in this section limits the religious freedom of any person or group under the Constitution," by Rep. Mike Pence was also rejected by Democrats..

According to FBI reports, "In about half of hate crimes, the victim was threatened verbally or assaulted without either a weapon or an injury being involved," In other words, the crimes were speech. It is obvious that hate crime bills are designed to take away the free speech of anyone that expresses politically incorrect viewpoints on issues.

All the Democrats on the Judiciary Committee voted for the hate crime bill; all the Republicans voted against it. On the House vote 212 Democrats voted for the hate crime, and 166 Republicans voted against it. Only 25 Republicans voted for it. And some people still say there is no difference in the Republicans and the Democrats.

Arkansans Are "Outing" Senator Lincoln's Increasingly Leftist Voting Record

I understand ads are being run in some areas of Arkansas revealing Senator Blanche Lincoln's voting record. Below are several letters published in the newspaper concerning her increasingly leftist voting record.

Letter to Editor:
Just how well is Sen. Blanche Lincoln representing the values of Arkansans ? She just voted to keep the section of the immigration bill that allows immediate legal status for 12 million to 20 million illegal aliens. Mark Pryor voted to drop it.

Lincoln is also a Senate co-sponsor of the hate crime bill that passed the House and is awaiting a vote in the Senate. Three of Arkansas’ four representatives voted against the bill: Mike Ross, Marion Berry and John Boozman. Our state Legislature has voted against a hate crime bill nine times.

Lincoln in 2006 received an 89 percent rating from the largest gay and lesbian organization in the country, Human Rights Campaign, a rating much higher than our four representatives. Berry and Boozman received a zero, Ross 25 percent and Vic Snyder 75 percent. Lincoln’s rating with HRC increased from 57 percent in 2002 to 89 percent in 2006. She also received a 75 percent rating from the ACLU in 2006, up from 43 percent in 2000. In contrast, Boozman had an 18 percent rating.

According to National Review, the ACLU defended the North American Man-Boy Love Association after two convicted pedophiles accessed information on NAMBLA’s Web site and used it to seduce, rape and murder a 10-year-old boy, then sued the city of San Diego to expel the Boy Scouts from Balboa Park, calling them a religious group. Just how many Arkansans would vote like Lincoln, 75 percent of the time with the ACLU and 89 percent with the Human Rights Campaign ?

Letter to Editor:
Senator Lincoln is co-sponsor of the US hate crime bill that recently passed the House. Doesn't Lincoln believe that we are all created equal and deserve equal protection? Giving more punishment for violating one person than another and giving federal protection to certain classes, as the hate crime bill does, is not equal treatment. (See note 1 below)

The Republicans made this point when they submitted several amendments to add other classes of people to the US hate crime law. The separate amendments proposed that the following groups be added to the bill: witnesses in judicial proceedings, members of the Armed Forces, senior citizens, victims of random acts of violence, law enforcement officers, and children; but the Democrats turned them down one by one.

Just which of these groups does Senator Lincoln think needs less protection than homosexuals? The latest hate crime bill expands protection for sexual orientation, and Lincoln voted more than once to add that language to the bill.
The Republicans even tried to add an amendment to define "sexual orientation." It was voted down as well. If homosexuals are born with homosexual orientation, wouldn't the same be true for pedophiles. Just recently in an Arkansas pedophile case, a prominent psychiatrist and the defense attorney both testified that the offender suffered from homosexual pedophilia, as well as mental illness, and was unable to control his actions. Until 1973 homosexuality was considered a mental disorder, not sexual orientation. Senator Lincoln, just how long will it be before pedophilia will be considered sexual orientation? What 18 Presidential Candidates Have Said (and done) on Immigration Issues

Eight or nine Republican presidential candidates in the recent New Hampshire debate covered by CNN took a strong stand in criticizing the immigration bill before the Senate. The bill would immediately legalize about 12 million to 20 million illegal aliens.

It appears that all the Democrats would be for the bill. Senator Hillary Clinton and Barack Obama have already cast votes for it.

Some of the Republicans that looked so opposed to the bill in the debate have not governed like they sounded, Rudy Giuliani, for example. Republicans Tackle Immigration in New Hampshire Debate
Also following are transcribed quotes from the Republican Debate we found on the web. All the quotes are not included, but a good portion of them are.

McCain is cosponsor of the immigration bill now being debated in the Senate, but the other nine had little if anything positive to say about it. Former Massachusetts Governor Mitt Romney.

SEN. JOHN MCCAIN (R), Arizona: For us to do nothing is silent and de facto amnesty.

FORMER GOV. MITT ROMNEY (R), Massachusetts: This bill, unfortunately, has at least one provision that's a real problem. It's the Z visa. And what it allows is people who've come here illegally to stay here for the rest of their lives, not necessarily as citizens. They have to wait 13 years to become citizens.
That's not the point. The point is, every illegal alien, almost every one, under this bill gets to stay here. That's not fair to the millions and millions of people around the world that would love to come here.

REP. DUNCAN HUNTER (R), California: And let me tell you, this is a disastrous bill. And if John McCain is right in saying that this is a national security issue -- and it is, border enforcement -- then the Hunter bill, which was signed by the president on the 26th of October, mandating 854 miles of double fence -- it's been six months, and they've done 11 miles.

So this administration has a case of the slows. And I think they slowed the fence down so that they could come out with the amnesty at the same time, put the two together, and the Bush-McCain-Kennedy bill would then be accepted by conservatives and liberals alike.

FORMER GOV. TOMMY THOMPSON (R), Wisconsin: Unless you secure the border, it is not right to give 12 million individuals who have illegal rights into this country status before that border is protected. There should be no amnesty. And this bill, no matter how you cover it, is an amnesty bill. And the people in this country do not believe in that bill, and they believe very much that the best hope for us is to have a secure border.

REP. TOM TANCREDO (R), Colorado: What we're doing here in this immigration battle is testing our willingness to actually hold together as a nation or split apart into a lot of Balkanized pieces. We are testing our willingness to actually hold onto something called the English language, something that is the glue that is supposed to hold us together as a nation. We are becoming a bilingual nation, and that is not good.

RUDY GIULIANI (R), Former Mayor of New York: The problem with this immigration plan is it has no real unifying purpose. It's a typical Washington mess. Everybody compromises, four or five compromises, and the compromises leave you with the following conclusion. The litmus test you should have for legislation is, is it going to make things better? And when you look at these compromises, it is quite possible it will make things worse.

The organizing purpose should be that our immigration laws should allow us to identify everyone who is in this country that comes here from a foreign country. They should have a tamper-proof I.D. card. It should be in a database that allows you to figure out who they are, why they're here, make sure they're not illegal immigrants coming here for a bad purpose, and then to be able to throw out the ones who are not in that database.

SEN. JOHN MCCAIN: Rudy, you just described our legislation, so I'd be glad to have further conversation with you, because it does account for people who are here illegally, it does have an employment verification system, and it weeds out those who shouldn't be here, and it gives others a chance to remain in this country.

"When this new Congress was sworn in back in January, we were told the amnesty bill would be introduced in February and would be quickly passed by the Senate just as an amnesty passed last year," said Rosemary Jenks (leader of our Capitol Hill Team).

Nearly every opponent of amnesty on the Hill has assumed that after a hard-fought fight, the Senate would pass an amnesty again this year and then we would hope to stop it in the House of Representatives.

Immigration Bill Fails to Win Crucial Vote in Senate - New York Times

WASHINGTON, June 7 — A bill that would overhaul immigration law suffered a crippling defeat this evening in the Senate, casting grave doubt on the prospects for changing the system any time soon.

The defeat was in the form of a motion to shut off debate and move the bill toward a yes-or-no vote. The vote was 50 to 45 against the motion. Thus, it fell 15 short of carrying, since 60 votes were required under Senate rules.

After the cloture motion failed to win Senate approval, Senator Harry Reid of Nevada, the Democratic majority leader, held out the hope this evening that the bill could be acted upon again within “several weeks.” “I have every desire to complete this legislation,” he said.

How AR Senators Voted on Immigration Bill and Amendments

Senator Blanche Lincoln voted Yes for cloture on the Comprehensive Immigration Reform Act of 2007, and Senator Mark Pryor voted No. A vote for cloture can be seen as a vote for immediate amnesty for 12-20 million illegal aliens to get legal status for residence and jobs. Thirty-eight Democratic Senators voted for the bill, and eight Republican Senators voted for it. Yet Senate Majority Leader Harry Reid proclaimed on the floor of the Senate last night that it was the President's bill. They would like to hang that around the Republicans' neck, but the votes on the cloture and the votes by the Democrats on the various amendments brought by Republicans tell the story.

I, as welll as the major anti illegal immigration organizations and Republican Presidential Candidate Tom Tancredo, suggest: See how your Senators voted (Roll Call: http://tinyurl.com/22l9e2 ) If they voted for cloture, tell them that they have lost all your credibility, and when they are up for re-election you will work just as hard to defeat them as you did to defeat this bill. If your Senator voted against cloture, congratulate them, and have them guarantee that they will not vote for any other amnesty that may come up later on. I personally think it is very important to thank those who voted the right way. A thank you email or letter is one of the very best ways to let the candidate know where you stand in a favorable way.

Voted against amendment to kill proposed guestworker program in 2007. Sen. Lincoln voted against the Dorgan Amendment to S. 1348 to delete provisions in the bill establishing new “guestworker” programs, which, potentially, could authorize the importation of up to 600,000 foreign workers per year. The Dorgan Amendment failed by a vote of 31 to 64. Senator Pryor voted for this amendment.

Arkansas GOP Chief Out of Step With Nine of the Ten Republican Presidential Candidates Opposing Immigration Bill

Immigration is one of the social issues that new Chair of the GOP, Dennis Milligan, mentioned as one of the issues he and the Party would NOT be focusing on, saying , "In last year's election, the state GOP often ran on social hot-button issues such as illegal immigration, gay marriage, and abortion." (See exact quotes from two newspaper articles below). A newspaper article recently reported that Milligan "declined to take a stance on President Bush’s latest immigration bill."

Just a few days later only one out of ten Republican Presidential Candidates supported the Immigration bill being debated in the Senate (Republican Debate on CNN on June 5, 07). Is there any doubt that these nine presidential candidates traveling the nation haven't learned where the people stand on this issue? As a result, the candidates all seemed extremely eager, to oppose the immigration bill. (except for McCain who is a sponsor of the immigration bill)

Even Huckabee must have learned a thing or two in his candidacy. One would think he would be the first one out there to support the Bush/Ted Kennedy immigration bill after he has done so much for the illegal immigrants in Arkansas, at one time saying, " that a bill to deny state government benefits and voting rights to illegal immigrants 'inflammatory... race-baiting and demagoguery.'" Huckabee challenged the Christian values of its main sponsor Senator Jim Holt, saying, "I drink a different kind of Jesus juice." But one would never have seen a hint of that kind of attitude by Huckabee in the debate.

Today, June 6, 07 CNN reported that the immigration issue is the number one issue among Republicans and that now only 23% of citizens in the nation support the immigration bill (fallen by 3 points in a week) which will legalize 12 to 20 million illegals immediately.

Is there is a chance that we can get the Republican Chair to change as much as Huckabee has and realize immigration is extremely important, not only to Republicans but to Independents and to Democrats as well, and would be a winning issue if the Republican leaders would move to the side of the Republican base on this issue.

Milligan said (and I am sure he is reiterating what the corporate world -whom he said had come to him and asked him to serve have said) "I think the voters spoke very strongly. A lot of our people at the ballot box did express their unhappiness with the direction that the Republican Party was headed." Yes the people did speak, but Milligan and the Party leaders heard what they wanted to hear, not what the people really said.

Now that nine out of ten Republican candidates traveling the country have learned what is truly important to the members of the Republican Party as well as to the rest of the country, will the Republican leaders of the state party get the real message, or will they continue to minimize social issues, claiming they are losing elections?

And did you that watched the Republican debate last night see how religious all those Republican candidates were and how they couldn't wait to tell the people how Pro life they were? Did you notice that they ALL OPPOSED changing the military rules to allow gays to openly serve in the military while ALL the Democrats wanted to change the policy? Did you note that the other hot button issues the Republican Chair minimized in his comments in the paper were gay marriage and abortion. Yet the Presidential candidates took every opportunity to maximize these issues.

The Republican National Committee, hit by a grass-roots donors' rebellion over President Bush's immigration policy, has fired all 65 of its telephone solicitors, The Washington Times has learned.

Faced with an estimated 40 percent falloff in small-donor contributions and aging phone-bank equipment that the RNC said would cost too much to update, Anne Hathaway, the committee's chief of staff, summoned the solicitations staff and told them they were out of work, effective immediately, fired staff members told The Times.

Several of the solicitors fired at the May 24 meeting reported declining contributions and a donor backlash against the immigration proposals now being pushed by Mr. Bush and Senate Republicans.

"Every donor in 50 states we reached has been angry, especially in the last month and a half, and for 99 percent of them immigration is the No. 1 issue," said a fired phone bank employee who said the severance pay the RNC agreed to pay him was contingent on his not criticizing the national committee.

A spokeswoman for the committee denied any drop-off in fundraising. "We have not heard anyone in our donor calls who supported the president on immigration," said a fired phone solicitor, who described himself as a Republican activist.

WASHINGTON, May 29 — As the Bush administration completes secret new rules governing interrogations, a group of experts advising the intelligence agencies are arguing that the harsh techniques used since the 2001 terrorist attacks are outmoded, amateurish and unreliable.

The psychologists and other specialists, commissioned by the Intelligence Science Board, make the case that more than five years after the Sept. 11 attacks, the Bush administration has yet to create an elite corps of interrogators trained to glean secrets from terrorism suspects.

The science board critique comes as ethical concerns about harsh interrogations are being voiced by current and former government officials. The top commander in Iraq, Gen. David H. Petraeus, sent a letter to troops this month warning that “expedient methods” using force violated American values.

In a blistering lecture delivered last month, a former adviser to Secretary of State Condoleezza Rice called “immoral” some interrogation tactics used by the Central Intelligence Agency and the Pentagon.

President Bush has insisted that those secret “enhanced” techniques are crucial, and he is far from alone…. A 2005 Harvard study supported the selective use of “highly coercive” techniques.

The Intelligence Science Board study has a chapter on the long history of police interrogations, which it suggests may contain lessons on eliciting accurate confessions. And Mr. Borum, the psychologist, said modern marketing may be a source of relevant insights into how to influence a prisoner’s willingness to provide information.

“We have a whole social science literature on persuasion,” Mr. Borum said. “It’s mostly on how to get a person to buy a certain brand of toothpaste. But it certainly could be useful in improving interrogation.”

Robert F. Coulam,…a study participant, said, " Even today, he said, “there’s nothing like the mobilization of effort and political energy that was put into relaxing the rules” governing interrogation.

Defenders of the harshest interrogations, particularly as practiced by the C.I.A. at secret overseas sites, say they were carefully devised and have produced valuable intelligence. An agency spokesman, Paul Gimigliano, said the program “has generated a rich volume of intelligence that has helped the United States and other countries disrupt terrorist activities and save innocent lives.”
